Major Sardar Harpal Singh of Chak Sher Singh, was the youngest son of Sandhu Jatchief Sardar Bhagat Singh of Chak Sher Singh. He obtained his degree in agriculture, from Wales University, England, and later served in the Second World War. On his return to India after partition, he was appointed Director of the Terai State Farms, by the Home Minister Govind Ballabh Pant (1887-1961). His task was simply to clear the jungles, and convert the arable land in to farmland, which he succeeded in accomplishing. He was instrumental in resettling numerous Punjabi families in the region, and named the district Mahendra Pur (Uttrakhand), after his wife Sardarni Mohinder Kaur. He was a towering figure, standing nearly 6 feet and 7 inches tall, dynamic, a staunch believer in welfare of the people, and was a friend of the H.H Maharaja Yadavindra Singh of Patiala. He was survived by his two sons; Harpreet Singh and Gurpreet Singh.
